3rd Avenue from Thomas Road to Earll Drive Drainage Project

CONSTRUCTION NOTICE 
The Office of the City Engineer for the City of Phoenix started construction of the drainage improvement project along 3rd Avenue between Thomas Road and Earll Drive. This project will address the current flooding in the area.

STARTED: March 24, 2026 
DURATION: 3 months  

Duration are subject to change depending on weather or other unforeseen circumstances.

WHAT TO EXPECT: Temporary lane restrictions will be set up in the areas of active construction. The relocations of the existing fire hydrant and the main water line may require a temporary interruption to your water service. A second notification with specific dates and times will be hand-delivered if your property is impacted. Crews will use their best efforts to provide access to driveways, neighborhoods and side streets. Please be aware of temporary restrictions while the work is underway. Temporary sidewalk closures may be needed. Pedestrians should use the opposite side of the street. Emergency access to St. Joseph’s Hospital and Medical Center will remain available at all times.
